The $27 million, 112,000 square-foot Center for Changing Lives (CFCL) was designed by BKV Architects and is being built by Weis Builders. The Center is actually two connected buildings; a service center and a housing complex. The new service center will house LSS mental health counseling services, wellness services, housing services, financial services, adoption services, refugee services and employment services. It will also house Kaleidoscope, an after-school program for kids, and the new offices and sanctuary for Messiah Lutheran Church.

All 48 units of housing are affordable, with 38 units targeted for households earning up to 45% area median income and the remaining ten units targeted for households earning up to 15% area median income. Thirteen apartments are specifically designated for households experiencing long-term homelessness or near homelessness. These households will pay no more than 30% of their income towards rent.

The CFCL will be a LEED Certified building when completed. LEED Certification is a rating system developed by the U.S. Green Building Council that guides environmentally-sustainable construction. For example, the affordable-housing portion of the CFCL will include a variety of green features that will benefit both the residents and the surrounding community.

November 17: Construction complete

Construction of the Park Avenue Apartments was completed on September 1. Weis Builders turned the building over to LSS that day. Most units are currently occupied.

Construction of the Center for Changing Lives, where LSS services and staff reside, is complete. Staff have moved into the building and are offering services to clients at that location. Weis is working on some owner-requested additions.

September 18: Tenants move into the apartments as the Center nears completion

Construction of the Park Avenue Apartments was completed on September 1. Weis Builders turned the building over to LSS that day, and tenants have been moving in steadily. Weis has been working on some owner-requested additions.

Construction of the Center for Changing Lives, where LSS services and staff will reside, is currently on schedule. The site is south of 24th Street, west of Park Avenue, and east of Oakland Avenue in south Minneapolis. The latest status report is below.

Status as of September 18:

  • Interior mechanical/electrical rough-in is 90% complete
  • Drywall on interior walls is 99% complete
  • Rain gardens/sitework is 90% complete
  • Painting is 60% complete
  • Exterior windows have been installed
  • Ceramic tile in bathrooms is 90% complete
  • Acoustical ceilings are 25% complete

August 5: Tenant move-in starts in less than a month
